You have the right to an oral hearing at the court stage of the administrative offences procedure. You also have the right to be present at the oral hearings, even if you are defended by a lawyer.

In Bulgaria the court stage of the administrative offences procedure may be initiated on appeal by the person who is punished by an administrative authority or directly by the administrative authority in cases of petty hooliganism or hooliganism during sports events. At the court stage the legislation envisages either special procedural rules or subsidiary application of the Code of Criminal Procedure. There is no general right to an oral hearing at any of the appeals stages of your case if you have had an oral hearing in the first instance. 

The right to an oral hearing also involves a duty to attend the hearings at the court’s invitation. You can attend the hearing either in person or through your legal representative.
