In some situations you have to submit your complaint to special institutions created for dealing with a specific type of claim, such as the investigation of crimes or acts of discrimination.
Generally, you have to submit your complaint to a specific body, when the prison administration would not be considered sufficiently qualified or independent to review your complaint, and when there are other institutions created for the examination of such types of claims.

If a fellow inmate or a member of the prison staff has committed a crime against you, you should alert the prosecutor. If criminal proceedings are instituted, the investigation will be led by an investigative police officer under the supervision of the prosecutor, pursuant to the general rules of the Criminal Procedure Code.
If you do not know which prosecutor to write to, you can simply address your complaint to the office of the Prosecutor General. Your complaint will be forwarded to the relevant official within the prosecution.
If you believe that you are a victim of discrimination on the grounds of your ethnicity, nationality, religion, gender, disability or other protected ground, you should complain to the Commission for the Protection against Discrimination or to the court. The complaint procedure is stipulated in the Protection against Discrimination Act.
