The Council for Electronic Media (СЕМ) is a Bulgarian state institution, which regulates the media services in Bulgaria and protects the public interest, the rights and freedoms of Bulgarian citizens against violations of the legislation related to the provision of such services on the territory of the Republic of Bulgaria. CEM is an independent collegial body and is not subordinate to any executive body.

How can it help you

If you think that your rights as a consumer of electronic media services are violated, you can file a complaint with the Council for Electronic Media. The complaint may be on any matter governed by the Radio and Television Act, for example, protection of private life, dissemination of pornography, glorification or exoneration of cruelty or violence or incitement to racial, sexual, religious or national hatred. The complaint may be directed to any media service provider, whether private or publicly funded. The complaint may be filed in writing to the CEM or through a special form on its website. CEM will examine your complaint and, if it finds that the law is violated, may sanction the offender. 

Activities

The Council for Electronic Media:

  • Supervises the activities of media service providers for compliance with the Radio and Television Act
  • Takes decisions on issuing, amending, withdrawing, transferring and terminating of a license for radio and television activities
  • Sanctions media service providers for violations of the Radio and Television Act
  • Issues mandatory instructions to media service providers
  • Informs competent authorities for violations of normative acts in the implementation of  media services
  • Performs registration of radio and television programs, amends and deletes registration and issues certificates of registration
  • Monitors the activities of media service providers in the cases provided for by the law
